Dr. Oscar Brum de Mello

Oscar Brum focuses his practice on Contract Law, Civil Law and Commercial Law, including litigation, advisory practice, and notarial practice.

His legal training and expertise, together with his extensive expertise in litigation before Uruguayan and foreign courts, have positioned him as a litigation, contracts and notarial practice leader. His work is focused on the continuous analysis of any problems raised by a client and the search of the best solution thereto, with the influence of, and coordination of strategies with, other members of Brum Costa.

Experience

Oscar draws on several years of experience representing domestic and international clients in different lawsuits in the fields of Civil and Commercial Law. He has obtained important decisions from national courts. Furthermore, he has actively led teams and strategies in litigation and as regards negotiations and transactions, thus proving his prestige in his practice focus.

He was Deputy Secretary of the Ministry of Housing, Land Planning and the Environment, (2002-2005). Legal counsel of Uruguay’s Presidency for the term 2000-2002. Author and coauthor of decrees and bills in the fields of budgeting, control and decrease of housing, land planning and environmental government costs. A government’s counsel in the control of different public companies and government agencies, representing the presidency of Uruguay before foreign governments (2000-2005). Consultant of the United Nations Development Programme in the area of public policy advisory practice.

Practice Focus

From the beginning of his career, Oscar has stood out both academically and in litigations in the fields of Civil and Procedural Law.

In the private sphere, he focuses his practice on mergers and acquisitions and business structuring. He also has significant trial and appellate experience as well as significant expertise in leading complex litigation defense teams in extremely important cases, both judicial and arbitral.

His extensive expertise in the public sphere and public-policy training abroad has enabled him to specialize in the public-private contractual relationship, constantly contributing with his view and practice in the promotion and passing of bills as regards different areas of interest.
